Turkey is cheaper than Colombia on the sticker price, and Colombia is closer. That is the whole comparison in one sentence, and a page that told you otherwise would not survive five minutes of your own searching. Turkish clinics quote roughly $200 to $450 per porcelain veneer; Colombian ones $300 to $650; this practice charges $250 - $375 USD per tooth. Mexico sits in between and is closest of all for anyone driving to the border. The United States costs three to eight times more than any of them for the same materials, which is why this market exists at all. Where the countries genuinely differ is not the porcelain — it is the flight, the time difference, and how likely you are to be able to come back if something needs adjusting.

If your only criterion is the lowest possible number, go to Turkey. The volume clinics there have driven the price further down than Colombia can match, and some of them are genuinely good. Be aware of what produces that price: very high throughput, and in the worst cases more enamel removed than the tooth needed so the work goes faster. The over-white, over-uniform look that fills search results for veneer regret is not caused by a country, but it is caused by a model, and that model is more common where volume is the business.
If you live near the Mexican border, Mexico is probably more sensible. A drive beats any flight, and being able to return in a day for an adjustment is worth real money.
And if you can afford your own country, there is a case for staying home. Not because the dentistry is better — it often is not — but because a problem in year three is handled by someone you can reach. That is a genuine advantage and it is worth what it costs to some people.
The country is a poor predictor of your result. The practice is a good one. Whatever you are comparing and wherever it is, the same handful of questions do most of the work: who specifically will treat you, can they show you their own cases, which material and which laboratory, how much enamel comes off, what the warranty says in writing, and whether they have ever told a patient not to do it.
A clinic that answers all six without hesitating is a better bet than a country with a good reputation. Ask them here too.

Whether it is cheaper for you depends on the flight from where you live and on which clinic you pick, which matters more than the country. Pretending Colombia wins on raw price would be dishonest, and you would find out in five minutes anyway.
Mostly the flight and the time difference. Medellín is four to six hours from Miami and in almost the same time zone, which matters when a treatment needs several appointments spread over a week and you may need to come back for an adjustment. Istanbul is ten to thirteen hours and seven hours of time difference away. If the price gap is a few hundred dollars and the travel gap is a day each way, the arithmetic changes.
They can be, and that is the thing to ask about rather than the country. Lithium disilicate and feldspathic porcelain are international products with the same properties wherever they are milled. What varies is whether a given clinic uses them, which laboratory does the work, and how much enamel gets removed to make the case faster. Ask for the material by name and ask which laboratory. A clinic that answers immediately is telling you something; one that talks about packages instead is telling you something else.
It is a real risk everywhere, and no clinic warranty anywhere covers the flight back. Two things reduce it: choosing widely available materials and brands so a local dentist can service the work, and not having more teeth prepared than your case actually requires. Both are questions to ask before you book, in any country.
Make sure you are comparing the same unit. One clinic quotes per tooth, another quotes per arch, a third quotes a package that includes a hotel. Convert everything to: total price, number of teeth, material, number of days, and what is excluded. Most of the apparent price differences between clinics disappear once you do that, and the ones that remain are the real ones.
